LARGER TWO-ROOM MODULAR FROM JEFFERSON SCHOOL COULD BE USED AT PRESCOTT SCHOOL

 This document was sent to Missoula County Public Schools officials(listed below). Using a larger modular such as the one at Jefferson School(which was built at Rattlesnake School in 2012) would be a solution if the district maintains it's position that Prescott School is too small. This argument doesn't make sense since it has been a school since 1951and has been used for many different grade and enrollment levels.


LARGER MODULAR FROM JEFFERSON SCHOOL COULD BE USED AT PRESCOTT SCHOOL

To: Missoula County Public Schools officials, Superintendent Micah Hill, Maintenance Director Burley McWilliams, Missoula County Public Schools Board of Trustees and Missoula citizens

This email is regarding using modulars in Rattlesnake, specifically Prescott School. Modulars have been used in the Rattlesnake for years (see history below).

The reason why a modular is currently being brought up as it relates to Prescott School is that the district has included Prescott School on a list of vacant properties and is making decisions on each one. 

Recently, we have heard the Missoula County Public Schools district say that the size, or “footprint”, of Prescott School is too small and this would be one reason why the district would not want to keep Prescott.

This reasoning does not make sense since Prescott School has been a public school for 135 years (outside of the inappropriate lease to Missoula International School for about 20 years beginning in 2004). Prescott School has been used for a variety of different grade levels during these years with different levels of enrollment. A look at the history of Prescott School published in a booklet by MCPS tells us this and also enrollment data from various resourses. 

Moreover, an economist has told the district that MCPS needs to build flexibility into its schools. Keeping Prescott School, even if it is a smaller school than many district schools, would enhance flexibility in the Rattlesnake Valley as so many of our children are at this time, and in the past, being bused out of the Rattlesnake.

 A modular can be used when enrollment at a school has increased, and more classroom space is needed instead of busing our students as mentioned. As a counter to the district selling or using Prescott School for something else other than a school, due to its size, there is an alternative - that of a newer modular being brought to the Prescott School site. There are two newer modulars at Jefferson School.

There is currently an older smaller modular on the north side of Prescott School. This modular, I am told by a teacher, was brought over from Hawthorne School many years ago. Unfortunately, with the lease of Prescott School to Missoula International School this modular, although it could be used for space, would need some clean up and repairs due to neglect by MIS.

A modular would be beneficial not only for Prescott but for the district if it continues the narrative that Prescott is too small. It would also be better than building an addition to the Prescott School building or any other building or a sale.

Recently, we went to the north side of Prescott School and did some measurements. We also did some measurements at Jefferson School on South Avenue (Remembe Jefferson is a triplet to Prescott School and Washington School). The two modulars(both two-room) are located at the back of Jefferson School by the Central Kitchen.

We measured the area around the older modular to see if a bigger modular could fit, if the older modular was moved or if another modular could fit in front of it. Yes, it could.

The difference in width is 20’ (44’for the Jefferson modular and 24’ for the Prescott modular)

The difference in length is 13’ (53’ for the newer modular at Jefferson and 40’ for the Prescott modular)

***At Prescott School there is room for additional length for the newer Jefferson modular with the 13’ difference.

***There is also room for the newer Jefferson modular when considering the width. There would be 6’ of space between the modular and a pole that is near Briar Street. One could add 2’ or more feet of space in this area if you allowed 10’ between the school building and the modular instead of the 12’ of space which it is currently. You could add some footage also because the stairs are in different positions.

Some modular history

In 2004, after the closure of Rattlesnake Middle School, Prescott School, and Mt. Jumbo School, the modular which was at Rattlesnake Middle School was moved to Washington Middle School which entailed multiple hook-ups to the school.

After the 2004 closures, Rattlesnake Middle School was converted to an elementary school.  Later, when the population of the newly created Rattlesnake Elementary School grew, MCPS district approved the building of another modular(!), a two-room modular at Rattlesnake Elementary and also another one at Lowell School. (This approval was immediately after the MCPS district approved an extension of the lease of Prescott School to Missoula International School, which shows inappropriate loyalty to MIS and malfeasance in the handling of district properties, especially to Prescott School.)

The information below is from a May 2012 MCPS meeting discussing and awarding the building of two modulars, one for Lowell and one for Rattlesnake Elementary School as mentioned. If you divide $417,147 in half the bid for one modular is $208, 573. Adding the prep work and landscaping most likely would have cost about $250,000 or more.

At April 10th, Board meeting, Trustees granted

permission to solicit bids for the construction of modulars located at Lowell and

Rattlesnake schools. The District received four responses to the bid.

The bids were opened on May 8
th, and the results are as follows:

Administrative Recommendation:

Administration recommends that Trustees

award the Rattlesnake and Lowell modular bid to Sirius Construction. at the June

12, 2012 regular Board meeting on the Consent Agenda.

In 2015, a bond of $151 million was passed by the voters. The bond funded Rattlesnake Elementary School four additional classrooms and an entryway renovation. The modulars that were built in 2012 were moved! So…not only did the district move the modular from what was then the Rattlesnake Middle School turned into the elementary school in 2004, but they also moved the newer modular that was built in 2012 due to the bond recommendations.

The district has spent thousands of dollars and perhaps up to a million on modulars and the moving of the modulars bringing home the point that just keeping Prescott School open would have saved the district money.

The modular at Rattlesnake Elementary School and the Lowell modular were moved to the back of Jefferson School. (I believe this to be the case.)

In conclusion, rather than close Prescott School permanently, the district could use the modular at Jefferson. It appears that that modular is meant to be in the Rattlesnake Valley, this time at Prescott School, if it is needed.

The Rattlesnake residents do not deserve to lose another one of our historic, needed, popular, and valuable neighborhood schools, Prescott School. Unfortunately, we lost Lincoln School, a charming, historic, beautiful, and popular school for the Rattlesnake residents and all Missoulians. We must stop the sale of Prescott School. We need to keep Prescott School in the school district for the use of Missoula County Public Schools children for which it was built.

TOO MANY ADMINISTRATIVE POSITIONS WITHIN MISSOULA COUNTY PUBLIC SCHOOLS PLACING OUR SCHOOL BUIILDINGS AT RISK!



 
PSM was viewing the Missoula County Public Schools website and noticed that there were too many administrative positions - far more than there were a few years ago! Take a look! There are TEN administrative positions just in the administration building. This is up from a few years ago. This is not appropriate when the school district is looking into MCPS facilities and what to do with them - perhaps sell them. Administration and some expensive programs are where the district needs to cut,  not our valuable school buildings! Prescott School could be cleaned and maintained with most likely  a fraction of what the administration is costing the district. We need Prescott School!

Note by Prescott School Missoula - When walking into the new administration building in February of this year (2026) to see where the Board Room was as I was planning to make a public comment later in the evening,  I had an unfortunate incident. I have written about the incident which is too long to post here, however, one of the administrators, the Executive Director, told me, "You are making people feel uncomfortable". Yes, this really happened. I will try to post the incident on this blog soon.

Principal Ideas for Prescott School Missoula Advocates

**The main purpose of Prescott School Missoula Advocates (PSMA) is to encourage and work toward the re-opening of Prescott School in Missoula, a public-school serving Missoula since 1892.

**PSMA strongly discourages the use of this school or any of the other Missoula schools for housing or any other purposes. Our schools were paid for and built for the public-school children of Missoula.

**Maintenance of Prescott School has been neglected. Due to the lack of maintenance of Prescott School for approximately 20 years, PSMA is advocating for the past negligence to be corrected, bringing Prescott School to 2004 levels or even better. (The private school which was leasing Prescott School for many years was in breach of contract in maintenance of the school and grounds.)

**Keeping Prescott School in good condition, both inside and outside, is important. A school which is well maintained can re-open more quickly. PSMA is against planned obsolescence.

**We encourage the district to keep the historical nature of the building intact. Keeping the original design without renovation would be optimal. Basic maintenance is important, leaving the charm of the original classrooms intact.

**Prescott School could be open to both public-school students from the Rattlesnake and public-school students from other over-crowded schools – a practice that was implemented by MCPS in the past.

**The grades to be housed in Prescott School do not need to be decided before the basic maintenance is completed – many grades have been housed in Prescott throughout the years.

**Re-opening the lower level of the school can be done first.  Gradually add upper-level classrooms when ready to be used. Housing some students that are currently being bused (which is many!) out of the Rattlesnake would be optimal. A smaller school offers a better education. (“Dollars & Sense, The Cost Effectiveness of Small Schools”, 2002)

**Some maintenance can be done at a slower pace than others and could be done after the opening of the school.

**PSMA encourages using a positive approach on areas that are more costly such as heating systems and roof issues, in contrast to a negative approach which disincentivizes looking at a myriad of possibilities. There are sure to be more efficient alternatives to the higher cost items or fixing rather than replacing.  Additionally, there could be grants, either state, local, or federal.

**PSMA believes that volunteers could be an integral part of the maintenance needs of our schools as time and ability permits. One area could be grounds maintenance.  Other maintenance needs (both inside and outside) could be approved and overseen by the district.

**PSMA would like to keep tabs on enrollment trends.

**PSMA would like to collect old classroom pictures to be displayed in the school, on a web page, and perhaps on social media.                                                                                    Continued page 2 ------------à

**PSMA reminds the district and others that Prescott School was and is still a much-beloved school, so dear to many students, teachers, families, and the neighbor’s hearts.

 **Prescott School has been an important public school since 1892; Its history is important to the Rattlesnake area and to the entire city of Missoula and needs to continue into the current century!

** Prescott School Missoula Advocates would like to get on the same page with other entities/groups/neighborhood councils, that pertain to the future of Prescott School. PSMA’s reason for existing is advocating for the reopening of Prescott School. Again, PSMA is against using Prescott School for housing or other ideas.

** Thank you for supporting one of Missoula’s greatest assets – Prescott School! **Thank you to all the proponents of neighborhood schools!

Please contact the Missoula school district and let them know that we must keep Prescott School as a school, as it has been for more than a century (outside of the 20-year inappropriate private school lease)! We must not let a private school determine the fate of yet another public school (St. Joseph’s at Roosevelt School)! We need Prescott School for many reasons (many students are bused to other schools).  Maintaining our existing assets is a wiser use of our limited financial resources instead of building another school. Other neighborhood schools need reopening as well. Rattlesnake taxpayers are sending millions to MCPS.  A complete look at the spending will reveal where cuts can be made. Thank you!

Today marks a disastrous day for Prescott School and two other schools - The closure of Prescott by 5 of 7 MCPS Trustees!

 Today is March 25, 2024. Twenty years ago at 1:00a.m. in the morning 5 of 7 Trustees voted to CLOSE Prescott School! Rattlesnake Middle School located in the mid-Rattlesnake and Mt. Jumbo School located in East Missoula. All schools are located in the northeast area of Missoula, Montana. 

The children in this area were divided between the three schools in this way:

K-3rd at Mt. Jumbo School in East Missoula

4th-5th grades at Prescott School

and 

6-8 grades at Rattlesnake School 

One can see that closing these 3 schools had devasting consequences for the area's children, families, and the city. The closings effected the children educationally and socially - in other words harming their education for many reasons and forcing the children to take long bus rides.

NOTE: I forgot to post this to the blog on March 25, 2024! I believe that I was going to add some more content(which I could add many things but do not have the time at this point in time). 

So...I will post this on this date: June 21, 2025. This is still relevant of course! There has not been a sadder example of negligence of a popular and beloved school than what the district has allowed to happen to Prescott School!

Missoula International School is now out of our favorite neighborhood school - but.....

 Yeah! Missoula International School is OUT of Prescott School. The lease to MIS was a disaster from the beginning! Many of the issues with the lease have been covered in the posts of this blog.

I have not written a post for so...long! There were many other issues in my life so that it was not an option. 

However, after seeing the absolute malfeasance of the district this spring for the lack of maintenance I have decided to communicate with my blog readers.

I have taken many, many pictures this spring showing the complete lack of maintenance of Prescott School. It is so heartbreaking to see our beautiful school in such disrepair!

PSM - Prescott School Missoula (me:) will post some of these pictures soon, hopefully. I still have issues with time - or lack of time - due to my current obligations but will try to post more often!

UPDATE: Date today - February 2, 2026

For pictures of the outside maintenance that our famly and another volunteer has done in the last three years please go to my Facebook page @SavePrescottSchool. I have posted many pictures of mowing, weedeating, powerwashing mold and dirt from the building, window cleaning, planting flowers, etc. I believe that using volunteers is the answer, at least one of them, to getting our schools back to what they once were - important neighborhood schools with adequate maintenance! 

I am planning on learning more about how to post Iphone pictures on this blog. Before I was using a camera and transferred the piicutres with a cord. Thank you!

Montana State Tax document shows that former MCPS Trustee (and Board Chair) Toni Rehbein was the president of Missoula International School - Also shows Martha Newell as vice president

Since the beginning of the closure in lease in 2004, the Missoula County Public Schools has not rrestored our public school to the rightful benefiicaries. The MCPS school district has had many MCPS Superintendents follow the corrupt superintendent, Jim Clark. They also, by continuing the lease to Missoula International School are therefore just as corrupt. Additionally, there have been many MCPS maintenance directors after that of Gary Botchek, that are also equally corrupt by the very fact that they will not take care of the Prescott School building, in fact, abondoning our valuable resourse and beloved school. This is my first update to this blog post. Unfortunately, this is what I and many others have had to endure for about 25 years. I really do think that Missoula County Public Schools is one of the most corrupt school districts in the nation.

Missoula International School Montana Corporation documents from 1998 show that former Missoula County Public Schools Board of Trustees Chairwoman Toni Rehbein had served as the President of Missoula International School shortly before being elected to the MCPS Board in May of 2004.

Rehbein did not reveal the information above during the 2004 election cycle but finally fessed up to her prior ties to MIS only AFTER she had advocated for the lease at her first MCPS Board Meeting in May of 2004.

Additionally, one can also observe in the above photo of a MIS  Montana Corporation document that Martha Newell served as Vice President of Missoula International School during the same year.

It is difficult not to notice the address of Martha Newell - the 900 block of  Taylor - only a couple of blocks from Prescott School.

As Martha Newell's home is so close to Prescott School it does make one wonder if there were actions taken behind the scenes by Martha Newell in order to help secure the lease of Prescott School to the Missoula International School in 2004. 

Of interest - Martha Newell is the partner of the former mayor of Missoula, Mike Kadas.

Of consequence is that there are more MIS Montana Corporation documents AFTER 1998 with the names of Toni Rehbein and Martha Newell (and, by the way, one or more with the name of Julie Lennox with Toni Rehbein - the long-time headmaster of Missoula International School).

Prescott School Missoula is of the opinion that more people need to know that former Missoula County Public Schools Trustee (and Board Chair) was the president (and vice president) of Missoula International School shortly before she was elected to the MCPS Board. 

For the reason mentioned, that is that more Missoula citizens need to know about Trustee Rehbein's ties to MIS,  PSM looked into how this post can remain at the top of the blog while still posting new posts. In the article, "How to Set a Post Always on Top in Blogger" the explanation states that one needs to set the date of the post to a future date. Changing a blog's date to one that has yet to come keeps the blog post at the top of that page, at least until the date you set passes. PSM has set the date at 7/11/20. It was originally published on 8/16/14. 

UPDATE: February 2026
I submitted a letter to the editor to the Missoulian which was printed in the Februay 3, 2026 edition. The letter is regarding Prescott School news. I mentioned this blog in the letter. I would like to say to anyone that comes to this blog as a result of the letter (or not) that I believe this is one of the most important posts on this blog. It reveals that Toni Rehbein, before running for the Board of MCPS was the hightest officer of Missoula International School! This is important as she was most likly the instigator of the MIS/Prescott School lease, or at least one of them. Please keep  this mind when going past Prescott School. Think of Toni Rehbein. And one sees the name of Martha Newell. Think of her, too as she was and I believe still is a close neighbor to Prescott School. Thank you!

I would like to encourage more people to start a blog and write about their experiences with Missoula County Public Schools. 
I'm sure there are a lot of good things going on in our schools , however, our family experienced a horrific school closure fraught with corruption in 2004 and I believe that MCPS corruption still permeates MCPS to this day. PSM was also witness to much that went on during the sale of Roosevelt School to St. Josephs School in 2005. Many of the same people or people that are connected to the same people that were involved with the closures are still making important (and in PSM's opinion corrupt) facility and program decisions negatively impacting Missoulians lives.

TONI REHBEIN - not popular in Missoula!

Before the February 2013 MCPS Board Meeting to address the unpopular raise for Superintendent Alex Apostle there was a scheduled protest against the raise. People lined up and entered the Sentinel High School on the gym side of the high school.  

Some people chose to picket in front of the high school before entering the building to attend the meeting.

One picketer chose to single out former MCPS Board Chairwoman Toni Rehbein. As one can see Prescott School Missoula is not the only one that has negative feelings for Rehbein. Take a look at the picture -

Was Superintendent Alex Apostle hired to help to continue the lease of Prescott School to Missoula International School?

We know that Julie Lennox, headmaster of Missoula International School was in the leadership of MIS(Missoula International School) at the same time as former Missoula County Public Schools Chairwoman Toni Rehbein. We know that Trustee Rehbein had a good working relationship with Superintendent Apostle and helped to select him as MCPS Superintendent following the resignation of Superintendent Jim Clark.

It would behoove the MCPS school district to just open our closed schools, terminate the lease with other schools and reopen these schools as the smaller school helps the entire district's children to succeed - as Missoula International School is finding out.

MIssoula County Public Schools Board Spotlight: Jim Sadler - Trustee since 1994


During the many years of Jim Sadler's service on the Missoula County Public Schools Board of Trustees as a high school member there have been several heartbreaking and unnecessary decisions that have negatively affected so many Missoula children's lives. A few of the sad events in recent years are: school closures, a school sale, leases of our public schools to private schools, and references of closing Hellgate High and of selling other elementary schools. During discussions on many of these issues Jim Sadler voiced his support even though most were elementary school issues and he is a high school trustee. In addition, Sadler wrote a letter recommending the razing of the historic old Roosevelt School on 6th Street to make room for a parking lot for Hellgate students.

Prescott School Missoula believes that there has been enough tragedy and sadness due to the erosion of our neighborhood school infrastructure mentioned above. Missoula needs trustees that will protect our valuable and beloved schools which are our children's birthright and part of Missoula's heritage.

One reason for the creation of this blog and the sister blog missoula schools watchdog is to share information which can provide citizens with insight into the backgrounds and character of MCPS Trustees. Resumes mean something.

Ideally, the information below would have been posted at an earlier date so that citizens would have access to it before casting their votes for the school board positions. For a variety of reasons this was not able to be accomplished, however, this informatin can be of value if Jim Sadler decides to run again for the MCPS Board.

The decision to post this information on the Prescott School Missoula blog as well as it's sister blog is that Trustee Sadler has NEVER supported Prescott School for use by public school students and has ALWAYS advocated for the lease of Prescott to Missoula International School.

Former lawyer James Sadler of Missoula was arrested Tuesday afternoon and charged with stealing almost $80,000 of his client’s money. Dressed in orange jail coveralls, Sadler appeared before Missoula District Judge Jack Green, who scheduled another hearing for June 27th. A 5,000 bond requirement was dropped and Sadler was released on his own recognizance after spending less than two hours in Jail.

 
The five count charge filed in District court Tuesday by Deputy County Attorney Ed McLean accuses Sadler of taking money from clients in eal0estate deals and in his role as manager of an estate.

 
The counts range from $58,900 allegedly stolen in a real-estate deal to a $12,000 banking transaction, to “more than $300” from Sadler’s guardianship of an elderly man.

 
The thefts allegedly occurred between 1976 and 1982. McLean said the delay between the alleged incidents and the charges Tuesday was largely the result of the lengthy investigation.

 
A conviction for thefts of that magnitude can bring up to 10 years in prison on each count.

 
Sadler, 42, 1800 Cyprus Court, voluntarily surrendered this license to practice law last year when unspecified charges were brought before the Montana Bar Association.

 
The defendant’s lawyer, Thomas Frizzell of Missoula, declined comment on the case.

Former Missoula lawyer James Sadler pleaded innocent Wednesday to charges that he stole almost $80,000 of his client’s money.

Sadler, 42, 1808 Cyprus Court, was first charged June 12. The Missoula County attorney’s office accused him of five counts of theft involving client’s real estate deals and one elderly man’s estate. The approximately $80,000 is supposed to have been taken between 1976 and 1982.

 
in 1983 Sadler voluntarily surrendered his license to practice law after unspecified charges were brought before the state Bar Association. A conviction for thefts of the kind charged in Sadler’s case is punishable by up to 10 years in prison on each count.

 
Sadler is a former Missoula City Council member.

MCPS survey finds tech infrastructure highest priority for upgrade

Missoula International School Infiltration of the MCPS Board of Trustees - Public Comment at recent MCPS Board Meeting

A little background – Prescott School was closed along with 2 other north side schools in 2004 and immediately leased to Missoula International School. Our hearts were broken in 2004 and many, I included, ten years later continue to be saddened by this unnecessary tragedy.

A blog created to provide information on Prescott School and the lease to Missoula International School, at www.prescottschoolmissoula.blogspot.com has a post and a page (at the top of the blog) which addresses the infiltration or possible infiltration of Missoula International School supporters of the MCPS Board of Trustees and another MCPS position. 

A list was created to address this topic and includes parents, officers, and business associates of Missoula International School. On this list are: Toni Rehbein, Adam Duerk, Michael Smith, Marta Pierpoint, and perhaps Joseph Knapp. The connections or possible connections to MIS are listed on the website. There certainly could be more - how can we be sure if there are more MIS supporters on the Board - we can't!?

Additionally, other Trustees were no doubt influenced by the pro-MIS Trustees on the Board.

Are there more names to add to the list of MIS infiltrators after the election this May? I believe so – it has come to my attention that Trustee Newbold’s spouse works at ALPS, (as does the spouse of Trustee Smith). ALPS is a business at which David Rehbein, spouse of former Trustee Toni Rehbein, is employed and I believe is the CEO.

I haven’t spoken with Trustee Kendall on this issue; however, Kendall was part of discussions of a private school middle school in Prescott in 2005. After a conversation with her my opinion will be clearer.

In short, has MIS run candidates currently and in the past for the MCPS Board in order to make decisions favorable to them?

Was Prescott actually closed to make way for the MIS lease?  And after 10 years of reflection, in my opinion, is, yes to both questions.

Influencing elections by private schools, is nothing new to Missoula by the way – it has been revealed in a lawsuit that there was influence by the leadership of St. Joseph’s School in a MCPS election which may have enabled the sale of Roosevelt School.

Because of the influence or even the possible influence of the private school in MCPS elections a repeat lease extension of Prescott School to MIssoula International School needs to be taken off the table.

It is painfully clear that MCPS needs Prescott School. A modular, massive busing of Rattlesnake children out of the Valley is proof enough. 

MCPS needs to begin making plans to again open our school to public school students in 2017.

MIS needs to make plans for another location after 2017.
